An economic development agency with an incubator-business centre specialised in ICT and renewable energies
ADEC is partner in the TiE project and in charge of the coordination of the work on the user needs analysis and requirements (Survey, workshops, recommendations).
The Association for the development of enterprises and competencies (ADEC) created a tele-centre in 1993, on the initiative of the Val de Moder district council (Communauté de communes) councillors and its president Rémi Bertrand.
The objective was to generate economic and social dynamism and employment in a rural area by the diffusion of Information and Communication technologies (ICT) within an employment basin in crisis (shoe industry).
Since then, the activities of the ADEC have moved on and have diversified with services for entrepreneurs, for associations, for local authorities (training and advice, European projects, incubator, economic intelligence...). The structure and the enterprises on the ADEC site also offer their services to public and private actors outside the Val de Moder area.
Today, with the support of the Lower Rhine Council (Conseil Général du Bas-Rhin), ADEC contributes to the attractiveness of the Lower Rhine territory through participating in the development of innovative economic activities, stimulating local actor excellence and benchmarking new technologies. It is also a founding member of the Rural Excellence Centre project on Renewable Energies PEREN.

and contribute to the development of the ICT (Information and Communication Technologies), Renewable Energies and Energy Efficiency sectors.
Since its creation, ADEC has showed particular interest in the relationship and the interaction between Information and Communication Technologies and Culture. Its activities have been extremely varied and include the creation of complex information systems for cultural policies and institutions, the development of interactive websites for regional and international cultural institutions and organisations, and the specific development of multimedia products bringing to light the richness of cultural heritage. Its current specific research interests in the area of culture focus on the challenges of digitalisation and finding ways to valorise European cultural assets, e-learning and Intellectual Property Rights and digital rights management.
Among the structures working on the ADEC site are 01STUDIO an association whose primary vocation is the creation of artistic productions which explore the potentials of live performance using Information and Communication Technologies and EURODEMA – INFOTECHNIQUE, specialised in the industrial production and management of information, which has been trusted in particular, within a consortium led by IBM, with the digitalisation of the Land Register of Alsace Moselle, a huge e-government project supported by the French Ministry of Justice and the GILFAM.
With the experience as coordinator or participant in over twenty-two projects since 1993, ADEC is strongly involved in the set-up, development, and realisation of European projects particularly within the European Commission Information Society, Enterprise and Industry, Education and training, Culture, and Regions (regional policy) directorates. ADEC has been involved in a number of key cultural projects on an international level and is a well-known expert within the region for cultural issues linked to ICT.
In order to carry out its missions, ADEC has built up strong and active regional partnerships and networks with local authorities and public institutions, research and educational institutions, businesses and business networks, both within the Alsace region and on an international basis. As a centre of technological competencies, the site carries out projects based principally on public - private sector partnerships (PPP).
